Public Works First Responder Training Program
The Northeastern Illinois Public Safety Training Academy (NIPSTA) is proud to announce our Public Works First Responder Training Program in recognition of Public Works professionals’ federally mandated role as first responders.
LEVEL ONE is intended for those Public Works professionals who serve in an essential, field-based capacity or are new to the profession. The following topics will be covered:
- Introduction to Public Works as a First Responder: An Overview of Emergency Management and the Incident Command System in Public Works Emergencies. Prepares the student for frequently required FEMA Independent Study Programs.
- Emergency First Aid Training for Public Works Professionals. First on the Scene®, National Association of Emergency Technicians (NAEMT).
- Scenario Review: A Practical Review of the Role of Public Works Field-Based Professionals as a First Responder during Community-Wide Disasters.

2026 Tuition:
Non-Member: $165.00 per student
Tier 1 Member: $25.00 per student
Tier 2 Member: $35.00 per student

LEVEL TWO is intended for the Field Supervisor or Crew Leader who is responsible for the direct oversight of other PW employees and may be required to make initial field-based decisions as a first responder leader during a crisis event. The following information will be covered:
- The Role of Public Works in Emergency Management. Prepares the student for FEMA Independent Study Programs specific to Public Works.
- Introduction to State and Federal Crisis Response Planning - ESF #3: Public Works and Engineering Annex
- Crisis Leadership of First Responders
